The moment replaces the phase now don't trip (we did) the phase still exists when needed basically every moment equals 3 phases. The major result is more people can act in combat with out holding actions. This actually reduces granularity. What does it add? If you want everyone to act at the same time, mandate that all characters have the same SPD and you will get the same result. Or set the structure that all PC's and notable adversaries have SPD 4 and all mooks and others have 2 SPD - now the notable characters act twice as often. Then, if you decide you want an exceptionally slow PC or exceptionally fast mook, they get a SPD 3, and a creature whose schtick is acting quickly could have a 6 or 8.
