Leaping as a half-phase action

Hello,

 

May I use leaping instead of a half move as a half-phase action (for example, before an attack) ? Then, will the distance of the leap be halved or not ?

Using up to half your meters of movement with any form of movement requires a Half Phase Action. So, for example, you could make a Half Move with your Leaping (a Half Phase Action) and then attack (an Attack Action). The Leaping doesn't "take the place of" your Half Phase Action; it is a Half Phase Action. You're just choosing to Leap instead of, say, Run or Fly.
