I think we've all been assuming that this character is using standard ammo' date=' and ignoring alternative loads. [i']Dark Champions[/i] lists frangible ammo as adding 2 DC, and comments that many police departments use it because it is less likely to overpenetrate and hit a bystander. The use of frangible ammo is mostly for range use, not duty use. Duty use ammunition is usually limited to FMJ (full metal jacket) or JHP (jacketed hollow-point). FMJ is seeing a lot less use due to over-penetration in many situations. Frangible ammunition has a bad reputation, due to much of its advertising, as creating "horrific" wounds. Just check out some of the "Extreme Shock" and other ammunition advertised by Blackhawk. Also, as zero-point mentioned, its lack of penetration becomes a liability when dealing with vehicles, barriers and otherwise. In essence, its a very poor choice of ammunition for a large variety of situations. The only people I've heard of that even possibly use frangible ammunition on a regular basis are air marshals, and even that is rare as frangible ammunition also has a relatively poor reputation for accuracy, noise, and muzzle flash due to the light-weight, high velocity nature of the rounds. Hollow-points have pretty much been the good all-around standard for a long time and will likely remain so for the foreseen future. At best, it expands to greater than original size and dumps its full energy into a target and stays there. At worst, it stays the same size and still hits the target.
