Continueing Attacks

This question concerns an attack that continues for a period of time.

Say a gas grenade that does 3d6 NND, area effect, a continueing charge that lasts 2 turns.

The rules say it 's effects occur each segment the attacker (who threw the grenade) has an action phase; but if anyone moves through the area on other segments, it also takes effect then.

What if someone is within the area of effect and does not move?

Does the effect occur every segment, or every segment either the attacker or the target has an action phase, or something else?

You cited the rule yourself: as long as a target remains in the Area, the effects occur each Segment the attacker has a Phase.
