You do realize that the laws were different in every state, right? However, as a general rule, in the south (states that had been part of CSA) whites Americans who wanted to carry guns could. In many (probably most, maybe all) of the states, it was illegal to carry a concealed weapon without a permit, but in general most any white man without a criminal record who wanted a permit could get it easily. Blacks and orientals, not so easy. Of course, if you were known as a commie (including all socialists) you might have a harder time getting the permit. Other groups would have trouble in some places. No, that was ended in 1933. Prior to that, there were NO federal gun control laws. The 1933 act restricted machine gun (automatic weapon) ownership.
