What you’re describing is different from the STR example on 6E1 398. It’s far closer — in fact almost identical — to the discussion at the top left of 6E1 399 which specifically discusses having two defensive powers (one from a Multipower, one from a VPP) both adding to a character’s PD. In your hypothetical both powers are in one Multipower with a large enough reserve for both to be active at once, but that doesn’t change the outcome.
