Steve,

 

Okay, I guess I did have a question afterall (don't ask it has been one of those days)

 

If a character takes a Primary Characteristic that is UBO are the figured characteristics of that Primary also UBO?

 

So for example a character takes UBO on 10 Dex, use simultanius, only for vehicles specificaly designed for it and self (-1/2), would the vehicle also get a +1 in speed?

Yes. The rules on 5E 92 make it clear that Advantaged Characteristics add to Figureds; they make no exception for any specific Advantage, Usable Simultaneously or other. So a Usable Simultaneously Primary Characteristic would add to the character's and the recipient's Primary and Figured(s). If the GM considers this unbalancing he can, of course, forbid or restrict it.
