I don't want to regurgitate that text here; it contains the answers you need. (See also 6E1 400 concerning Multipower slots.) I will note, however, one error you seem to be making: maintaining a Constant Power doesn't require any sort of Action (Half Phase or otherwise), unless some Limitation on the power mandates that.
