A power to swap places with someone.

But No Relative Velocity Adder does allow you to add velocity. It allows you to teleport into a moving vehicle so they need to increase your velocity.

Actually it allows you to negate Relative Velocity. If you teleport into a moving car the car has a relative velocity to you. Wich you can shed completely thanks to this adder.

When you teleport someone from standing on the group to standing in the air, there is not relative velcoty to affect. "Transfering" relative velocity (you compared to earth) would require NRV for your side, and some way to accelerate the target on the enemies side.

Really nice idea on using Rapid Attack/Multiple Attack to affect both yourself and the target in one phase.

Could AoE be an option too? Propably limited to "only one self and a enemy". Afaik all affected have to be affected the same way. But if the way to be affected is "switch places with other affected" then this condition would be true*

What about Autofire? The distance between the Targets might be an issue. As could be the +1 Surcharge for UAA Autofire (but a GM could wave both in this case).

*Got me thinking: how about a spell that intentionally switches targets in the area (foe and friend alike) randomly? It could switch peopel with thier own allies or thier enemies. It would cause mayhem to strategy on both sides, suddenly moving the ranged guys close to enemy melees. Or maybe isolating a foe with a group of your allies (or vice versa).
