Computer/AIs,Mental Combat Maneuvers,& END

If this isn't really a rules question go ahead bump this down to the peanut gallery:D

 

If the Computer has it's Mental Powers (defined as Cyberkinesis) bought down to 0 END do the the Mental Combat Maneuvers still cost 1 END and need to put the 0 END Advantage on the the maneuvers too?

Yes. Buying a Mental Power, or any other Power, to 0 END has no effect on the END cost (if any) of any sort of Combat Maneuver.
