Sorry if this is more of a How do you do it type question, to be honest I was on the fence on wether or not to post it here or not.

 

A character wants to have an attack that is defended via the better of two combat values (A mental transform that he must touch the target, so either a DCV or MDCV). Is their an official option for this?

There's no official option for that. Bribe your GM with pie and see what you can talk him into.
