Is it just game balance, or is there another reason? In 5E we have the Gradual Effect Limitation. By default you can hit the same target with the same DoT multiple times. Unless you took "Character cannot Re-use Gardual Effect power until previous uses run out", wich is a extra 1/4 Limitation. So the answer is: It does not stack because you choose it not to stack and got the extra Limitation Value for it. Quote Link to comment Share on other sites More sharing options...

Umm, according to the rules on 6E1, 330, you CAN use it repeatedly, if you build it not to thats actually worth more limitation (or less advantage, depending on how the power is built).
