How would yo build a power that grants say armor piercing to the rest of your team's attacks?

What is the best way to build a straight out fear power? At first I thought Mind control but its not a mentalist character so it wouldn't do much ECV wise. Any feed back would be super.

I was wondering what would be the best way to build this character.

Ok I know that when a vehicle takes bady damage they lose powers and such, how does that work if the vehicle is build with a regeneration that restores the damaged body? does the power(s) come back aswell?
