Volume of a sphere is 4 times radius times pi cubed, I think... if radius is 15 billion ly, I make the volume of each segment a little over 5 million cubic light years. 3600 GLs is *way* too few...

I named (without fleshing out) teams for some of the EU nations in times past: for France - Oriflamme (from an ancient French flag); for Denmark - Dannebrog (the Danish flag); for Germany - the Bundesüberdienst; for Spain - Nueva Libertad (the 'old' Libertad were a Franco-era team); and for Italy - III Legio. Some of these EU heroes worked (very occasionally) with my British team, the Crown Agents

Just a couple of ideas off the top of my head: Locations - the iconography of The Third Man almost demands the Prater amusement park (and the ferris wheel therein); if you like something more historic, perhaps the palace at Schoenbrunn? Characters - if I recall rightly, Pretty Poison (from Enemies: the International File) was an Austrian, described as one of the world's hottest fashion models; done for 3rd Ed, I think - kind of a cross between Claudia Schiffer and the space vampire from Lifeforce.
