    Given the nature of the campaign, there may be a small "insurgency" but I don't think it will be as large as that. Most mutants before the "revolutions" were being hunted like animals, marked as secondary inferior citizens, loaded into "relocation camps" (concentration and death camps), etc. There were most likely a few that were being shielded by sympathtic family or friends in an Ann Frank manner, but that on the whole it didn't seem to be a very common circumstances. Humanity drew very sharp lines.

     

    And I don't mean to claim it was a realistic setting, just a dramatic and dark one.

     

    There would be a fair amount of looking out for number one in a lot of situations, followed by a slow gathering of groups for protection against other hostile forces (think tribal/clannish). Given that such beings would have a variety of powers being that that is all that remains, it would take quite some time before any real greater social structures develope. Granted it would still be comparatively faster that what has occured in actual history, but your still looking at what could take potentially years if not more.

     

    From what little snippets of what the campaign was like, I'd say it would inevitibly work towards city-states/fuedal type system. Would be my first guess. The biggest factor to migitate that estimation would be if any mutants/supers were already grouped together which would give said groups a head start towards thier social goals. And obviously, power levels involved would be a big factor "Might makes right." and all that.

     

    Other things to consider would be any of those pesky alien invasion forces that have been looking for a nice ripe planet to plunder/takeover. Which depending on the tact and power of the invasion force, they could secure a sizable portion of the planet (the reduced pop. of supers can't be everywhere) or it could act as a unifying force for the remaining metahumans.

     

    A lot of this also has to take into account the personality archetypes of those in the upper ranges of power whether personal or collective.

     

    One of the other possibilities involved could possibly be the superpowered exploration and settlement of the other planets in the solar system.

    For the formula effect, I'd honestly suggest something like a longterm Aid with a fade rate that fits into what your thinking. And limitations that require the Extra time and lab resources to use.

     

    as for setting up a years supply that'd be a bit harder (perhaps using trigger/ or delayed effect as others had suggested, to set up multiple prepared uses)

    1d6 Drain vs all magic powers(+2) (Only when directed at character(-1 give or take)) AERadius+1, increased area x16 +1, Penetrating +1/2, Fully Invisible +1, Continous +1, OEND&Persistent+1, Always On-1/2

     

    and that should deal with most situations

    Hrm. Not so sure I like the "If not human, then not being able to tell right from wrong is no defense" as legal precedent. I mean, it suddenly becoems a huge advantage to be a human, legally speaking.

     

    What happens when someone, trying to get a psychotic mutant executed, tries to have them declared "Not a human being"?

     

    I'd seriously not have that exception. Of course, Lord Chaos would be held until he truly realized the error of his ways... ...this could take some time, especially with a telepath able to say "No, not cured".

     

    Another thing to consider when you're talking about monstrous killing machine from Hell dimension X if it's not able to to communicate or even understand humans it might become closer classified as an animal and what usually happens to an animal that attacks or even kills a person. It gets put down usually without a trial or much in the way of a legal ruling whatsoever. From a robot/android perspective then your looking at property and weapons handling. Think about dismantiling weapons of mass destruction.

    Ultimately on those kind of issues it'd boil down to how sentient it is as percieved by humans.

    Another thing to chime in on is that certain villians might not warrant the right of a typical due process trial and instead face a harsher military tribunal arraignment as terrorists of the state, traitors, spies, threats to national security etc.. So you might not have all the niceness that comes with a normal criminal trial.

    Granted for this kind of character Cost is going to be an issue almost regradless on how you do it. But here's an idea, try TK, Clairsentience and possibly images with something like fully indirect (not entirely sure if it needs it though in the 5th ed version) and lots of range and no range mods all bought with Focus: robot bodies. The focus being defined further as Obvious, Inaccessable, personal and breakable. Now as for having multiple bodies stashed here and there.... well I've seen a few options for having purchased multiple foci. Something about paying 5 points to double the number.... Or just use teleport to represent jumping from control of one body to another....

    While I can't say I've had much experience running into situations like this, you've stated that his largest attacks wouldn't be able to harm the wall. Now in a lot of ways I'm with the he's got to pay for it crowd, however consider this. If it was dramatically appropriate there's always "Pushing" as the 10 active point limit on that is artificial. Which could figuratively speaking could allow our hero to get thru the wall and knock himself out in the process very comic-book style IMHO. Or as an alternative, make the effort of doing this cost something. Say, have him burn up a few points of Body, Con, or Str that he doesn't get back save through experience.

     

    On the otherhand if the game hinged on the player not being able to punch through said wall. Then I'd fully support you sticking to your guns and dening the player to get through a wall that he or she didn't pay points for.

     

    But that's just my .01 cents

    I wouldn't be so sure, remember, COM is 2pts per character point. So, I can see someone shelling out some pretty big bucks to go from an average COM of 10 to a possible COM of 22, and voila you've got an instant model.

    Not many hairdressers and makeup artists can change a person to that kind've extreme.

    Of course the other extreme of that would be if someone had a long term Aid for most of the other primary stats and a few of the figured, say something like 1d6 AID to STR, DEX, CON, BODY, PD, ED, SPD, REC, END, STUN all at once (+2 1/2), reduced fade rate (5 per month, +2), and increased Max +24, (12pts), MAx 30

    and for a mere 121 active points add limitations to one's liking and you've got instant super agents

    I wonder how many governments would jump for this one >:)

    This came up in a discussion of superheroes at the FLG/CS I work at. The person mentioning it was thinking more in the terms of a comic book, but I immediatly glommed onto the idea for gaming.

     

    A four person team, each member exemplifying one of the ages of comics.

    A golden age (Cap or Superman)

    A Silver age (Spidey, Flash, GL or an FF)

    A Bronze age (Wolvering out of the 80's maybe, or something from the Wolfman perex Titans)

    An Iron Age (Cable or Spawn).

     

    I immediatly chimed in that the Silver age character should be a scientific talking ape (shades of Dr Silverback) that shouts things like "Great Photons".

     

    The iron Age character was mocked and decided that the origin should be incomprehensible and involve demonic powers, big guns and weird alternate futures.

     

    Anyway I thought it was an interesting idea, and wanted to throw it out for discussion. :-)

     

    I have to ask, HOW?!?!

     

    How would individuals that are distinctive representatives of their respective ages even remotely come together as a team.

     

    I mean as much as the idea of Supes trying to partner up with the likes of a hellbent Spawn amuses me. It'd be too much of a stretch for me to believe that they wouldn't be turning on each other after working with each other for a little while.

     

    My other question would be to ask what kind've world-verse would you do this in, and would all of the reps. somehow come from the same world, or are we doing a bit of dimension-hopping?

    I'm referring specifically to technological power nullifiers. The kind that tend to get put in super prisons.

     

    Here's an idea for your generic power nullifier, that has a tech base. Try a technological gateway to a pocket dimension where the physical and metaphysical laws simply don't support the powers of the individuals contained within. It's a bit hard to use one's powers when the reality one is immersed in doesn't support them. Basically something that could be called . Of course you'd definitely want to be cafeful with that one, as it's also technically a fudge, but altering reality generally does the trick in most instances.

    I know you didn't use the Entangle idea, and it's true that on it's own it doesn't do the job, however, if you combine it with certain other powers you might just get soemthing that works.

     

    For physical obects I'd be inclined to use an AE entangle mostly to stop all of the inanimates and nothing else seems to do that all that well. Of course you then ask how do I manipulate anything or move through it. The simplest way I could think of would be a Desolification on yourself as well as being able to use the desolification to attack, thus affect, shift and move the objects in question. Without having to break the Entangle to do so.

     

    For next part, for one's sentient victims, so as to keep them from using their raw strength or something like that to break out. I'd suggest a sizable AE Mental Illusion, with the single effect time doesn't pass, which would cover all the respective senses and require the victim to mentally break out over time, have this linked to the Entangle.

     

    Obviouly far from cheap, and for something that powerful, I'd not be inclined personally give it a cheap cost.

     

    However this is just my take on the idea.

     

    The only final aspect to this is whether time passes outside of the effect or not. If not then I'd have to include the extra-dimensional movement on all subjects affected, but that's just me.

Currently there is a rule in place that stats that a power in one framework cannot stack with a power in another, the example that was given was a slot in a Multipower stacking with a power in an Elemental control. However, what about Adjustment powers, particularly Aids, Absorptions, and Transfers. As an example, lets say you have a Multipower and a VPP, does this rule against one Framework effecting another prohibit the use of the VPP to create an Aid power that boosts a slot in the Multipower?

  16. pg 74 of 5E states that when the points in an adjustment power in a Multipower or Variable Power Pool is shifted to another power, the power or characteristic that the adjustment power affected fades at the standard rate. For my question let say as an example that the fade rate for an adjustment power has been lowered to a fade of say 5 per day, is that the standard rate when the points are shifted?

    I'd just go with a VPP that allows Skills and Talents with memories being SFX. Multiform is too much for this one, go simpler.

    A VPP's just one route for this one, Personally I would've used a Naked advantage of Usable By Others simultaneous, with the approriate Transdim tacked on, and then added Usable As Attack to that as if it was it's own power, also with the appropriate Transdim. And have that followed up by a Transdimed MindScan to go look for your ancestors.

     

    But then that's just me :D

    I've taken a look at both this thread and the related thread and what I'm curious about is why know one simple suggested rolling for each attack w/ the autofire penalty and keep on rolling even if a shot misses rather than the current mechanic where you roll only once. Perhaps include it as a new autofire skill, Target Tracking, or something like that. Rolls for each shot fired, a miss doesn't make all remaining shots miss.

     

    Under that effect you'd more than likely get the results you were looking for. As with each shot you would get an extra chance to hit, if only a slim one.

    Ok I think I have this built right, I just want to run past everyone to see its right. This is a combo power (2 powers linked).

     

    1) 4d6 Entangle Area of Effect Radius = 90 pts/End cost 9

    40 base points

    +1 advantage for radius

    +1/4 X2 area

     

    2) 2d6 Transfer Area of Effect = 78 pts/End cost 10

    30 base points (transfer Stun to End)

    +1 advantage for radius

    +1 continuous

    +1/4 delayed return rate (5pts/min)

    -1/4 Linked to entangle

     

    This is basically designed to be an anti-agent attack. The problem I am running into is the high End cost. The base cost of 19 is bad enough, but the additional 10 per phase is high as well. Granted this attack will also give End back, but I don't know if it is going to be enough to even out. Of course if the attack is able to entangle a large number of agents at once (5 or more) at one time, then that problem is mute. I was thinking about setting a duration instead of continouos, but I am a little unsure how to use that.

     

    While the Transfer's an interesting way of working it why not simply use a Drain instead and add on 0 END. You would also be able to make it ranged without too much trouble then.

    Hello HEROdom Assembled!

     

    I am planning a nice little Suicide Squad game and I have a question. I have a Prison/Base of Operations for the team. Now the trick is that like 90% of the time that the base is even in the game as a setting at all, the PCs are goind to be in the cells or cafeteria.

     

    Now the base has all sorts of nifty gadgets, like Gel Cannons (AE1HEX entangles), Sonic Sirens (Flash:hearing AECONE), and Variguns (8d6 EB fully varible SFX), Radio communications, and a massive Forcewall (actually DEF costs END, VISIBLE)

     

    Now the question is that the Players are not going to be the ones that control the toys, heck they don't even get free range inside the base. Given that how much of the 530pt BASE should they pay for?

    I'd have to echo dust Raven on this one, this is more of a membership/security clearance thing. Even if they could use some of the toys if someone followed them home, or even attacked the prison to get at them. One thing to remember, for a Suicide game the PC's aren't even going to want to stay, their doing this as part of lessening their sentences and like.

     

    So, ultimately the only way I'd make the characters pay for it as a base is if they start the game by taking the prison over. And that's a whole different can of worms :D

    I can't see Doom either approving or fearing the Authority. Now waiting until the time is right to crush them and bring them under his will, is an entirely different course that I could see him being incline to take. And yes I believe Doom could give Authority all a royal wedgie :P:D

    Besides when they go after him and destroy the dozens of robot doubles he's got working. He'd be up in their base taking it over and incorporating any technology he finds into his suit.
