    I would theorize that it got started in the Marvel Universe because of Magneto. A group whose first advocacy group is called "The League of Evil Mutants" is not going to get much good press. Also, they go around calling themselves "Homo Superior" and claim to be "the next stage in human evolution". That can't have helped.

     

    I would say that a good way to explain mutant hysteria is to feature a Magneto-like PR anti-genius.

    James Williamson is Bill Gavel, the vicious vigilante. He has the ability to teleport and a very large hammer. He's always glad to introduce those who he believes are criminals to his hammer. He was prone to being proven wrong after further investigation, however, and joined The Jury in hopes that he would be right more often if he worked with a retrocog like the Jury Foreman.

    Keeneye would attack the aliens.

    Iron Crusader would build a device that will shut down the force field.

    Varn would go looking for the Borg Queen. Why? Because he thinks that life is like Star Trek, and these aliens remind him of the Borg. He comes from another dimension, and is not very knowledgeable about ours.

    The terminology that I commonly use for this is:

     

    Metahuman means that you have some power or superhuman stat.

    Superhuman means that your superpowers are sufficient to be useful in extraordinary circumstances, such as those that occur in superhero comics.

    Superhero/villain means that you engage in larger-than-life acts of heroism/villainy. It does not imply being superhuman, and often the only difference between a hero and superhero is a pair of brightly-colored tights.

    Hmm... this is an interesting edge case. I could see a reasonable GM ruling either way. Since the 3-point CSLs with any of x-weapon seem to be intended for ordinary weapon use' date=' I would probably only allow using them with this multi-power if the multipower reserve itself had charges to represent the fact that you can only carry so many arrows in the quiver. Otherwise, I would probably require 5-point CSLs for All Bows, which would apply both to the multipower and any other bows your character can get his hands on.[/quote']

    The reserve does have charges.

    I would argue that it does. A quadriplegic telepath is not going to don tights and become a superhero, but he is nonetheless superhuman for being a telepath. In fact, if he had a mental blast, he could fight crime, albeit only crime happening just outside his window.

    The Champions genre book seems to agree with megaplayboy's first definition. In the "Creating Your Superhero Setting" section, it mentions that many superhumans aren't powerful enough to function as superheroes/villains. Also, that same section refers to martial artists, gadgeteers, and the like as not being superhuman, even when they equal superhumans in point value.

    If the races were all humans, it seems that the ability to interbreed would be more likely than between, say, elves and humans.

     

    I'm not sure what you would do for racial templates/packages, though. Maybe life support or REC bought 'only to counteract the effects of high/low temperature level' for races adapted to more extreme climates. Also, characteristics in general are always good for templates/packages.

    It depends on what spells are "evil enough" to corrupt the caster. Also, you could just get 1/2d6 or 1 point of Transform as the side effect. A moderately high threshold would slow down the transformation pretty effectively.

    The mighty Tank on Legs fell in battle one day. Scientists flocked to his corpse like vultures, and reverse engineered the technology to build war mecha akin to those from his time of origin. However, unlike those of Tank's native time, these mecha chose to unite in battle against humanity. The last surviving human resistance scavenged parts from dead mecha to rebuild Tank on Legs. They reprogrammed him to serve their ends, and sent him back in time to destroy those who scavenged from Tank's corpse. He is now known as Crowsbane. However, as his goal of preventing the robot apocalypse is not known to the general public, he is colloquially known as "The Real Terminator."

    I agree with CrosshairCollie; this should be built as a transform. It could either be made inherent to an area, or, if a character corrupts the area with magic, give them the transform with MegaArea, Persistent, and 0 END.

    Varn might kill alien or dimensional invaders if the invasion were sufficiently brutal to trigger his memories of the invasion of his homeworld. However, he could also be reduced to a nervous wreck if those memories are triggered.

     

    Iron Crusader would kill Naga, the supervillain who killed his parents and sister, if Naga threatened his family.

    I once came up with a setting where magic was made possible by a machine that altered the laws of physics in a localized area. I'm not sure how that was supposed to make magic possible, but if it meddled with quantum entanglement so that a human brain could manipulate matter without any contact, that would work. However, the origin and function of this machine would likely require intense handwaving.

    Well, the complication you mentioned has a longer interval than the example water-dependance in 6E1, and, in any case, it's easy to get water in a modern city. Therefore, the complication won't be particularly troublesome unless you get lost in the desert or something. I'm not sure about the commonality of underwater games, but the presence of an aquatic character may nudge the GM in that direction.

    In the remote reaches of the far future, wars are fought by gigantic, sentient war mecha. A new, prototypical model was designed with the ability to shrink down to human size. However, a temporal anomaly sent it into the present day. It joined a supervillain team called The Anarchy Army under the name of Tank On Legs. They worked for years to plunge the world into chaos and war. Tank has recently joined the Supervillain Army.

     

    Tank is addicted to war. Anyone who offered him a sufficiently large conventional war to fight in would receive his unquestioning allegiance. He could be neutralized by sending him off to fight in such a war.
