I tend to go with whatever approach seems to have a cost consistent with the overall Hero rules in general and the particular campaign or group specifically. I've never noticed that it was routinely more or less expensive than the alternatives. I admit to also going quite a bit off feel. A multipower consisting of maneuver modifiers feels better for modeling weapons to me. Limited STR, on the other hand, feels too abstract if there are other (more specific) options for doing the same thing.

..and 9 points is 4 more than you'd pay if you built it otherwise. The problem is that it costs more than doing the same thing with limited STR, and limited STR is at least as, and possible more useful. Let me add in the 'tonfa' limtation to the limited STR, and you'll see:STR+15: 15 points
-1/2 No Figured
-1 OAF (Tonfa)
-1/4 No leaping/lifting
TOTAL: 5 points
Besides, sticking HA in a MP with limited STR completely defeats the only advantage that HA has over limited STR: the ability to transmit advantages to added STR for 'free'. Having every slot in a MP limtied with different limtiations is never going to be an efficient build, but sometimes you can not help it.
Since when is lowest cost the same as best? The multipower more accurately models the different aspects of using the weapon and 9 points seems like a completely appropriate cost (compared to say MA).

The problem with the multiplower is the cost: 17 points (before OAF)Why is that a problem? 17 points isn't the cost. It only costs 9 points.

I always buy PDFs. I have them on my laptop for convenient reference. Of course it helps that I have a laser printer for cheap printing when I need a copy for other people to reference from time to time. Since my players are also my kids it works out well.
