    You may have the reason for the gradual rise of ESPER manifestation be tied to the rise in the ambient levels of magic. In the early years when the level's were lower only the people with the genetic traits to be truely powerful manifested at all. As the magic levels rose so did the level of ESPER manifestations. Maybe the high manifesting levels in Angelus are a result of the city becoming a "Magic Node" where ambient levels of raw magical power are higher. This would tie in with some of the back material where people are being genetically manipulated to manifest powers. It could even be one of the working theories out there that may or may not be true.

    If you have access to it you may want to read the background material from shadowrun on the rise of magic, I think you will find it helpful on how they progress the rise of magic.

     

    You could even use some parallels of how they develope the races as recessive genetic traits being activated by the raise of the mana(magic) levels. Instead of manifesting as different racial trait sets, it could manifest as various manifestations of ESPER power sets.

     

    I know in the past Eosin has expressed a dislike of the shadowrun campaign setting, however there are many things you could use for your game that would be helpful. You could also use some of the shadowrun conversions that were previously done and posted on the hero boards. I cannot remember who posted it, but if there had been interest I was going to run a game with it before leaving Oklahoma. It had good rules builds for cybernetics and also adept powers(a branch of magic you may want to look at). I may build you an Adept example and send to Eddie to look at.

     

    As to the extra territorial situation. You would not be able to truely use this. In shadowrun this occured within the Archologies(self contained cities). You could not fit a true Archology into the city as described. I think the limited independance as previously described would for my money be your best bet.

     

    Also something to define is not just the public outlook on magic and espers,

    you also will need to define legal guidelines for the use of those abilities. You will have to consider the civilian use of these abilities. Even is espers are not commonly known, the are sure to exist.

    Hell, some aromatic hydrocarbon compounds actually have sweat odors. Worked doing drug research making new drug compounds for animal testing in college. Some reek, some smell sweet, some are pungent, and some you can't even smell. Most of you sweet charecter aromatics contain nitrogen within the aromatic system(Pyperizine), these are used in the manufacture of may drugs today.

    I used to play a hero based on this mechanic. Portis(the charecter) had a suite of teleportation powers. He had quantum probibility armor, bought as armor with the cost end to activate disad. He also had the ability to open a dimensional portal to "catch" an incoming ranged attack and open the other end of the portal to "aim" at another target(puchased as missle deflection usable at range on others). He also had teleport usable on others as an attack.

     

    The big danger with quantum manipulation as a power base is that if your player is not respectful of the game balance if you were to use a VPP. We had a house rule with our charecters who might use VPP, you had to have powers prebuilt or be able to put them together with out delay or you lost your turn. This was to prevent the bog down while people are cranking many adds and disadds to tweek the power just right. You would see some simpler applications but it made things less disruptive(we had to in our games over the years, Edsel played a mage with a VPP, and I played a mentalist and the above teleport power charecter) The GM eventually asked me to retool the charecter away from the VPP to a MP based charecter. I would require some skill roll to change powers for a VPP( in this case a Quantum Mechanics skill roll) if you try to leave open a wider range of applications then require different skills for different power to simulate(thermal kinetics) for thermal manipulations dimensional mechanics for extra dimensional movement or t-port based powers. This would allow the ability to simulate a wider range of the powers you want without allowing the charecter to run roughshod over the campaign. I would also strongly recomend a hard cap for active points per power out of the VPP, If you have players who are rules mechanics(a couple of us would qualify out of our group) even a modest sized VPP could generate a bunch of powers with the various power mods attached.

     

    Bottom line is the VPP is dangerous to game balance and speed unless you have a player that can self govern to a point.

     

    If you want any specific power ideas I can try to find my notes from the charecter, I had built many physics manipulation related powers for him.

    I don't know about 4th ed. sucking in shadow run. I played 4th ed. for several years and had alot of fun with it. Hell, I even play tested a half dozen of the rule books for the company and proofed for Mike when FASA was the owners.

     

    As to what happens when your money piles up in a shadow run game. If money is stacking up the GM is not doing as he should. I played an Adept for 4 years playing every week and never could save up enough money for a level 1 weapon focus, let alone the kind of money a street sam would need for beta grade cyber ware and clonal bioware.

     

    So much is in the execution of the campaign. As someone who has played both systems alot(I know I do not post alot, however I have been playing both systems since the 80's). I would use the dark champions equipment pool system as previously listed. It will get you the closest to the feel of the shadows without knee caping the mage.

    I play in Eosins fantasy campaign and play the only religious based charecter(the Justicar).

     

    What I would suggest is say using the base magic system and buy the spells and endurance pool and recovery with the limitation Faith Based. If the charecter starts straying from what his deity would deem appropriate behavior the GM could start to make spells suffer an increase in end cost and decrease how often the end pool recovers.

     

    In our campaign anyone who cast spells uses a separate end pool and the recovery rate(how often they recover) is based on the ambient magic in the area. This could translate into a recovery rate frequency increase while in a holy site, or praying, or periods when the priest is truely doing his deitys bidding.

    Master, I feel that I may need help in the training of the recent pupil I have taken on. The political climate here is very unstable at this time. The situation allows for much in roads into the local culture, but it will take time. I have obtained rights to a crenalated manor house that lies with in the earldome of Jayme Wingate, my traveling companion. It will take some work, but I feel that eventually we can make an excellent chapter house and shrine of Brynn at this site. I have made a sizeable donation to help with a political problem to the Duke of Wingate, I feel he is in favor of our continued presence in his realm.

     

    I also must admit a shameful weakness and breach that I fear to see the consequences of. While on a field mission I encountered a creature that I thought was a dryad, in my foolishness I did not make the creature pass the test of salt. It was a hag and it shames me to say that it got what it wanted from me. I am concerned that because of this weakness, I may not be the one to train another Justicar. The boy is bright and learns well, but I would not want to pass on any faulty judgment to him. I know that your traveling days are coming to an end, however in this trying time I really need your guidance.

    Sitting up with a start, I realized that he had to leave right now to complete his task. Gathering his things he left his room and walked out to leave the Black Abbey.

     

    "Your friends have not returned yet, are you going out to join them?" The Abbott asked. "No, I have to follow a different path, tell them that I will rejoin them soon." That said I saddled his horse and rode out. He rode thru the night and most of the next day heading northeast. I made camp in a wooded vail and prepared for the upcoming day, it would be challenging.

     

    The next morning I dressed for battle and headed north. Cresting the hill I found what I knew would await me, a small farmsteed being attacked by raiders. I spured my horse on and charged into the farm, riding down one of the raiders.

     

    "Who are you?" one of them asked as he turned to me. "For you I am death, and I have come for you." That said I knocked his blade aside and took his head with a backhand stroke. The remaining raiders were fleeing the sceen, realizing that to stay is to die.

     

    I cleaned my sword upon the cloak of the slain man, and sheathed it. "Come out Kenji, I know you are in the loft." A startled gasp came from within the loft of the barn, followed by a young boy leaving the barn. "How did you know I was there sir, and my name?" The young boy was very shaky walking out.

     

    "Kenji, Lord Bryn has sent me to find you, I am sorry that I was too late to save your parents, however know that they go to next realm knowing that justice has been served. Lord Bryn sent me forth to find you, for you are to become one of us, a Justicar of Bryn in due time if you chose to follow the path."

     

    "My lord, I am just a boy, I am not for such greatness you must have the wrong person."

     

    "Kenji, I am not a lord. I am, if you chose so, a brother in the service of Bryn. You must understand that Bryn does not take the high born into his service. You see, the powerful and the rich usually do not understand or seek true justice. I myself was found by my mentor as a baby, abandoned at a shrine by my parents because I was born different, with these intense blue eyes and white hair from birth."

     

    "You must realize that this is not a life of luxury, it is a life of service to the greater good of mankind. What do you think Kenji, what does your heart tell you?"

     

    "Will you teach me to use one of those?" Kenji said while pointing at the sword.

     

    "In time Kenji, but first we must train the mind and heart, only then is the body ready to learn." "What say you Kenji are you ready to join our very small brotherhood?"

     

    "Yes, m'lord, uhh what is your name sir, I don't even know?"

     

    "I am Najus, Justicar of Bryn." "We will be traveling to High Vale to meet another Justicar, gather your things that you need and prepare to depart."

     

    Later that day the two walked side by side leading the horse and talking, the road was long but it would be a good journey for brotherhood makes the road more pleasant.

    "I will be within this cell for some time, please do not disturb me for I will emerge when the time is right." That said I settled into a meditation position and began to broaden my horizon. Casting out my conciousnes seeking what I dreaded was there waiting, but knowing that I must do something. "Nagus my son, not that way." I know that my Lord Bryn had saved me from stumbling into the clutches of a dark minon that was waiting.

     

    "Nagus, the way to combat this evil is with positive emotion. Channel your love and compassion. That is the only way to reinforce the ward. You must help to strengthen it while your companions deal with the ones seeking to release this creature." I am not sure how much time passed before the drain upon my will finally abated, the source of the evil spell having been broken.

     

    I awoke drenched in sweat, fealing very drained. I left the cell and went to check the black wall. "How goes the defense abbott?"

     

    "Where did you come from, you disappeared from your cell and no one knew where you went?" as the abbott asked a number of his acolytes stopped and looked with strange looks upon the Justicar, seeing him in a new light. "Lord Abbott, do you think that he was the strength we sensed coming into the ward?"

     

    "You give me too much credit, I am but a servant of Bryn doing as duty calls. Where are my companions? Have they returned?" That being said I felt the need to sit down, realizing just how tired and drained I was. "Does anyone have something to drink?" An acolyte brought water for me to drink and went back to the wall and began polishing it again. "Abbott, I now realize that you men have a high calling indeed, and I for one feel better knowing that you men are here. I think I will go rest, can someone wake me when my friends arrive?" That being said I retired again to my cell for some much needed rest.
