I'm unsure how current or alive these guys are, but I wish we were doing a top 20 (or 30 I guess), then I'd have no ties. Ok, that might not make sense either. In any event, here's my list.

My first RPG was Champions, talk about jumping in head first. It was about 20 yrs ago and Thundercats / GI Joe were the coolest things going at the time. So my first character was named FeLion. Very Lion-O-esque except for his military experience that he got before gaining leonine features and abilities. The first GM I ever had killed him off with his version of Kraven, the bad guy shot him with a sniper rifle out of combat and killed off poor FeLion. I recreated him as Scratch about ten years later, but never played him more than once or twice. My second character was a Spidey rip-off Arachno-Lad or some such (yes playing Champions led me to reading Comics instead of the other way around). He didn't last long though before I started GMing and have rarely played since.

I would not mind seeing a "family" of characters which are so popular at DC. Something along the lines of:Superman: Supergirl, Superboy, Powergirl, Krypto.
Batman: Nightwing, Robin, Batgirl, Batwoman.
Captain Marvel: Mary Marvel, CM Jr, Uncle Marvel.
Flash: Flash I, Kid Flash.
Green Lantern (Hal): John, Kyle, Guy, Alan, Jade.
Inter-linked extended families can be interesting within the game, IMO.
That could be a cool basis for a Dark Champions or a C:TAS campaign...

The best part about the Thunderbolts was that they used second string Marvel villains and re-imagined them with new gear / personas. So using 350 pt villains or less as the basis for a Thunderbolts homage makes some sense.

But the Shi'Ar Imperial Guard have been described as nothing more than a "tribute" to the Legion Of Super Heros ! So this other lot is a tribute to a tribute ? This is getting just a bit incestuous don't you think ?An amalgamated homage is then called for, perhaps. The Legionairre Guard of Malva with dozens of members (only the top 5 or 6 with detailed write-ups)

As well as a set of senarios that showcase bases (Danger Room Gone Wrong; Misplaced Base; Home Invasion; etc.). Even just a 64 page perfectbound book would be a nice, inexpensive and useful suppliment.

MPH (half that).
Actually running up the side of a building has nothing to do with Speed, but Thrust or Strength to propel yourself vertically, unless you are altering gravity's effect on yourself in some way (such as Clinging or Change Environment). I usually make Speedsters buy Clinging linked to Running to simulate running up walls and aleviate this issue.

... it occured to me you could build his TK as a Partially Limited Power. In other words, something like this:Magnetic Manipulation: 20 STR TK, Fine Manipulation, Affects Porous plus +55 STR TK, Only vs. Magnetic or Ferrous Materials (-1/2)
That would let him affect anything with his 'magnetic' manipulation, just not very strongly, while against an actual ferrous object, he'd be at 75 STR.

Be careful as buying DCV Levels (@ 5 pts per) can make this character very difficult on a GM. For example, you could buy Damage Reduction 50%, Resistant on both Physical nd Energy for 60 pts (or two 30 active point slots in a MP or an EC). That same 60 points would buy you +12 DCV Levels, which would probably exceed the campaign limits when added to your base DCV.

This player's perception is probably inspired by Magneto who has evolved over the decades from simple Magnetic Control to Energy Control. If you are running a more realistic campaign (I always laugh when we use "realistic" in a discussion about Superheroes) Magnetism is an effect generated by electro-magnetism (other EM waves include light, sound, microwaves, radio waves, x-rays, cosmic rays, gamma rays, etc.) and as such could evolve into a broader use.
That said, if you are defining his powers as strictly the ability to manipulate ferrous metals, then he should be getting a decent Power Limitation (maybe -1/2). Remember also that the human body contains Iron which is a ferrous metal and removing it the way Magneto removes the injected iron from the guard in X2 would require the Fine Manipulation Adder. Also in that movie Magneto seems to be able to Detect ferrous metals which might be a good power for your player to invest in. This way he can make a PER Roll to find ferrous metals and you can avoid arguements mid-game about what he can or cannot effect with his Magnetokinesis.

Re: Superteam or Super Fight Club?
Another common troupe that may get some results is making them work undercover. This way you can put them in situations other than combat and see how they handle it. Having to infiltrate the Rogue Legion or even just busting up a local drug ring can make for a great RPing opportunity without seeming heavy-handed about it.
BTW, I also would Rep Trebuchet for the XPs for Teamwork idea if I didn't Rep the guy all the time.

Back to homage requests (man, we get sidetracked easily),,,
I would like to see a dual homage to Marvel's Freedom Force and DC's Suicide Squad. I have done this in past campaigns with existing CKC villains, but a new group built around this idea would be great.
Also, giving Gravitar or Holocaust their own Brotherhood of mutants could be useful.
How about another dual homage of the Masters of Evil and Legion of Doom? This one could even just be the primary mastermind (Baron Zemo / Lex Luthor / Gorilla Grodd) and a few key members followed by a list of relations with other solo villains.
Give me a Negative Zone type parallel dimension complete with native creatures and an other-worldly conqueror (Annhililus / Blastaar). Possibly with its own underground rebellion. Or even go New Genesis / Apokolips with this one and have two worlds in this new dimension locked in ancient conflict for control of the Negative Zone with deep seeded family ties across the worlds (maybe a good place to introduce a 5th Ed version of the Carstairs or a family like them).

Run 12" is twice Run 6" as you cover twice the distance in teh same time period.[/quote']Of course, even if both characters have 6" of Running and one has a 2 SPD while the other a 4 SPD, over a Turn the 4 SPD character will run twice as far in the same time span.

In Champs terms, off the cuff I think our two combatabnts would look something like this:DEATHSTROKE
STR 45 (he seems to be in the "lift ten tons" US Agent/ Spidey range)
DEX 35 (given that functional "superhuman human" max is 30 DEX, I think this works)
CON 30 (about what I'd put Wolverine at)
BOD 18 (he's tough)
INT 30 (and smart as a whip)
EGO 18 (close to the human max of 20 and about the same as Cyclops)
PRE 35 (he's intimidating enough to PRE attack entire teams)
COM 20 (movie star looks, too)
PD 18 (+12rPD from Armor) = 30
ED 18 (+12rED from Armor) = 30
SPD 8 (superhuman reflexes)
REC 15 (about the same as Wolverine)
END 60 (should be good)
STN 60 (take's a lickin' and keeps on kickin')
Now I won't bother with levels cause there's so subjective and arbitrary it isn't even funny. But, in tone, Deathstroke is a brilliant tactician, the world's highest paid mercenary/assassin with superhuman physical capabilities (his phsycial augmentation to where he uses 95% of his brain is the justification for his superhuman abilties). plus he'd have lots of MA with extra DCs and enhanced senses, some regeneration, etc and all his gadgets.
CAPTAIN AMERICA
STR 30 (comic book human max)
DEX 30 (ditto, maybe with some Lightning Reflexes when using his shield)
CON 28 (not quite as rugged as Wolvie or Deathstroke)
BODY 20 (what can I say, he's Cap and he never says die)
INT 18 (he's bright)
EGO 20 (maybe even up to 23 or so, he's no mentalist but you can't tell that from his willpower...give hima GL ring and he'd be hell on wheels)
PRE 50 (he's Cap...he's commanded gods and androids and everything else and they've followed him into hell without a second thought or a doubt)
COM 20 (another matinee idol)
PD 15 (+3rPD from Chainmail plus some ungodly amount, maybe +30rPD from his shield and that may even have damage reduction on top of it, but I think the damage reduction would have an activation on it and the shield would be something like 15- Act...but it would take more careful thought than what I'm doing right now, so take it with a grain of salt)
ED 15 (and ditto)
SPD 7 (as fast as a human gets)
REC 15 (same as Deathstroke)
END 60 (and 0 END Cost STR to boot)
STN 60 (he's got to spend all that exp somewhere and this makes sense)
So, this's kinda the ballpark I'm thinking in for these guys. Deathstroke's stronger, faster, more agile and may even have more combat levels etc. But Cap's got tons of experience and that damn shield that makes him almost invulnerable. Without it, I think Deathstroke would punch Cap's lights out but with it....
Vigil
I think these stats look really good Vigil. I might give Cap a 30 CON due to the times where Thor has commented that even when he feels weary Cap never shows an ounce of weariness. Of course, you could chalk that up to EGO and PRE.
Also Cap might have a bit more PD, the reason I say this is from the storyline where the Masters of Evil invaded the Avengers' Mansion. At one point Cap is hung up from shackled wrists like a slab of meat and the Wrecking Crew (all 50+ STR) plus Mister Hyde (60+ STR) and Tiger Shark (45+ STR) are all working Cap over. They keep beating on him, landing numerous blows while he hangs defenseless until he falls unconscious. Then they wake him up to beat him some more. Dane Whitman (The Black Knight), hanging nearby comments that Cap never makes a sound. In fact, Hyde gets so frustrated that Cap won't scream out that he finds Cap's WWII shield and destroys it in front of him, just to get a reaction. I think this was the story that shifted my idea of Cap as a goody-two-shoes lame-o to the absolute coolest hero EVER!

I would say that DS is not "equally adaptable and as tactically flexible as Cap". DS is much more accustomed to setting the stage for his fights.
The lethal environment would be an advantage for DS actually in that Cap would likely not attempt to use the environment to kill DS And might even save DS from the Danger Room's traps.

My money is on Cap. My reasoning is based on your set-up. In the Danger Room, neither combatant has control over the environment. Deathstroke is at his best when he has decided the time and place for the encounter, while Cap is much more accustomed to rolling with the punches and making the best out of whatever surroundings he has to go into.
