Brandi
Dunno how your supers are organized or funded, but a lawsuit-- or rather, *several of them*-- might be a real barrel of laughs. Look at all the flak Rockstar Games is taking for Grand Theft Auto...
CrosshairCollie
Actually, Vigil, this one PC is the only one who's really blast-happy ... two others have total Codes vs Killing, and I'm quite certain they will 'lower the boom', as it were, if Captain Triggerhappy actually does smear somebody. Do not mess with someone with a 100 point 'Space Control' VPP.
Vigil
Well, then, if it's only one of the PC's I would approach him privately and ask him if he'd like to convert his character to a villain (a la The Judas Contract). If he says no tell him to smarten up or he won't be receiving a single experience point again, ever. If he says yes, then structure a storyline based on the fact thaqt ll of those blast happy attacks were done deliberately to discredit the PCs and to create animosity from the public and tension in the ranks. Maybe then Captain Blaster can go on one final spree...the way I would strcuture it is have the PCs invited to some major civic or federal to do and have CBblast the Mayor or Governor or President...then have him implicate the rest of the team as accomplices. It would create great tension in the team and lead to lots of story arcs, including a revenge story where CB comes back for one more shot at the team, literally. Just some ideas.
