Knockback Half Phase

Can a character combine his Half Phase 'getting up' from Knockback with a Half Move, or would that consitute a Full Phase? (The example on 5E 281 has Green Dragon Knocked Back 4" from Howler, then getting up and hitting Howler with a Martial Kick. Without moving 4", he'd be out of range.)

No. Otherwise there wouldn't be much of a restriction, or any point in specifying that it takes a Half Phase. The example on 5E 281 doesn't specifically say Green Dragon hits her in the same Phase when he stood up, though I'll certainly clarify that in 5ER.
