Ben Seeman
Re: question of a new player In a Heroic level campaign, no, the character should not have to pay character points for the weapon. Since the GM decides whether or not your character finds the weapon it is also up to him whether or not you get to keep it. It is only in Superheroic level campaigns where the character hasto pay character points for a weapon.

Generally, heroic campaigns don't require you to pay points for equipment, including magical items found on an adventure. I have, however, seen playeres become attached to such items and decide to pay the points for them to ensure the item will remain "their item". Equipment is kind of "easy come, easy go", but an item the character paid points for should generally be a lot easier to either hang on to or replace if it is somehow lost or stolen.
