Unfortunately that's a construct you cannot do in HD directly, although you can create a list and build it like a multipower (using cost multipliers). I definitely think that's the way to go. Obviously, I don't use HD, but I find the rules emphasis on Active Points over Real Points somewhat annoying and potentially unfair or unbalanced in some cases. It's OK to have: 10d6 EB for 50 points (Active and Real) 15d6 EB OIF for 50 points (75 Active) But not to have these two 50-point powers in a 50-point Multipower. Granted, higher active point powers in a MP can be abusive, but they can be just as abusive outside of any framework. That's what the Limitations are for. The GM needs to be especially sure in this case that the limitation is actually limiting. My example of the "Last Resort Power" is definitely very limiting, as is the "Undead Slaying Power."
