Per the standard rules in 5ER for Requires Multiple Users, the number of users required, and the restrictions on usage when less than the full number of users are available, both increase as the Limitation value increases. But what if you want to increase one without the other?
For example, a group of three prophetic witches buy Clairsentience with Precognition, and take the RMU Limitation. But if one of the witches is missing, the remaining two cannot use the Power at all, no matter what penalty they take.
Can RMU simulate this, and if so, would the Power get a larger Limitation? Thanks!
