I understand how to buy a lab for a base as a Skill: 3 points for a 9-, and then it's the standard cost to increase it. However, could one buy Skill Levels instead? That is, if I had a library with books on criminology, maps of cities, treatises on literature, and the like, could I just buy some 5-point Skill Levels with all INT-Based Skills? I understand that this can only improve skills my character actually has, instead of providing skills he doesn't have at all. S'okay.
I don't see anything in 5ER or the FAQs about this.
