In a nutshell, they're a pool of points that the character can "spend" on weapons, armor, and other action hero goodies that aren't necessarily going to be permanent possessions. What this means is, at any time, you can carry around equipment with total real point cost of 60. The limits are: you must have this equipment in your "arsenal", thus requiring that you first acquire it; its limited to "mundane" technology only ( and higher end stuff like military gear costs perks to get access ); it can only be changed when you have access to an appropriate stockpile; and euipment lost is lost for good, until replaced. So it's something like Brownie points from the old Super agents book. But how do you use them for bases? and do they cost character points for a base pool? As for Bases, there is an assumption of sorts that only one Base is used at any given time, with the pool providing justification for auxiliary bases and rebuilding.
