Breakout rolls and penalties

Question

If a mental power, such as a cumulative mind control or telepathy, exceeds the target's EGO to such an extent that the breakout roll is technically well below a 3 or less:

1. does the target still get their 3 or less breakout roll?

2. are the penalties still considered when giving the target breakout bonuses for time increments(in other words, if the guy's at "negative 5 or less", and time increment bonuses are sufficient to give a +8 benefit, is the breakout roll still a 3, or is it an 11 or less, since the original breakout was a 3, because it's never less than that?)?

1. Yes; a 3 still results in breaking out in that stituation.

 

2. The penalties are still considered — 3 is not a “floor” below which nothing can sink, it’s the minimum roll a character can have after all bonuses and penalties are applied, because unless the rules indicate otherwise a 3 on 3d6 always succeeds.
