I actually have two questions based on his question.

 

1:Would a character with TK be able to use Full STR TK on multiple targets by starting it in multiple phases?

 

2: And I am personally curious about Entangle when I entangle some one do I pay end every phase or only in the initial phase as I would with a mental power. I have always been a little curious about this and have been running it like a mental power but would like to know the correct way.

1. From the forthcoming update to the Rules FAQ:

 

*NEW*Q: Can a character Grab multiple people with Telekinesis in successive Phases — one person in his first Phase, a second in his next Phase, a third in his next Phase, and so on — or is he limited to Grabbing as many people as he has limbs?

 

A: He can Grab successive targets in the manner you describe; his number of limbs has no bearing on how he uses his Telekinesis to Grab people. But he has to pay END for each separate use, of course.

 

2. Entangle is an Instant Power, not Constant, so characters only pay END for it when they use it, not every Phase it remains in effect.
