Duplicates, NCM, and Extra-Dimensional Movement

Almost the perfect storm of stop-sign and exclamation point powers eh?

 

When a character buys a duplicate for to use in an EDM situation, like a psychic projecting into a "psychic dimension", a hacker in virtual space, or a wizard astrally projecting. How is NCM applied to the duplicate if the new dimension supports characteristics beyond the NCM limits?

 

For example, say a Hacker who has a Speed 3 in the physical world wants his Virtual Self to have a Speed 6, does the duplicate need to spend 20 points for each point of Speed beyond 4?

If the campaign uses Normal Characteristic Maxima rules, those rules apply to the creation of Duplicates, Summoned beings, or any other such thing. Whether the Duplicate/Summonee/etc. has or does not have Extra-Dimensional Movement doesn’t affect this.
