Fun things happen when you try to put a Stop Sign Power inside a Stop Sign Framework.
A character in my 4-color Champions game has a Magic VPP. He wants to be able to Summon a vehicle -- nothing elaborate, just your basic enchanted flying motorcycle. I don't have a problem with the vehicle, or with the Summon itself, and it fits the character; it's sticking it in a VPP that's making me a little wary. From my interpretation of 5ER (p223 & 325), the Summoned motorcycle remains even after he redistributes the VPP points. So unless I missed something, he can create a motorcycle in one Phase, keep a vehicle without having paid points for it, and still continue to use the VPP for other things? Is there anything legally wrong with this? Or does it just fall under "GM approval required?"
