I'm trying to figure out the interaction between DCV and OCV modifiers when one or both go below zero (that is, the first three full paragraphs on 5ER p.373).
Situation: BigTokyoDestroyingMonster is, naturally, rampaging through Tokyo. HeroicMonsterFighter takes a shot at BTDM.
BTDM has DEX 20 for a Base DCV of 7.
BTDM is Gargantuan, with a DCV penalty of -10.
HMF has DEX 15 for a Base OCV of 5.
HMF has a weapon that is +2 vs. Range Modifier.
HMF has two CSLs that apply to the weapon.

Case 1: HMF takes a Called Shot to the Head of BTDM from 60" away.
BDTM has DCV 7 - 10 = -3, but DCV cannot go below 0.
HMF has OCV 5 + 2 +2 - 8 - 8 = -7. The negative OCV value is added to BTDMs DCV.
Question1: Is HMF attacking at OCV 0 against BDTMs DCV of 7, or 4 (7 - 3)?

Case 2: HMF takes a second shot with total OCV penalties of -7.
Question2: HMF is now OCV 2 against BTDMs DCV of 0, right?
