Power creation question

Well I've been wanting to make a villain for my group. I wanted this person to have a 'spirit link'. Basically a power that does damage to an opponent only when the user himself is damage. I hope you understand and can help.

If it's hand-to-hand, sounds like damage shield.

 

For range, missile reflection with the disadvantage 'does not act as a defense' could work.

 

For something more exotic, sounds like a VPP with a very tight control set.

Energy blast (or other attack power) with a 0-Phase Reset Trigger: "Whenever I am damaged" and Limitation: "Only to the amount of damage I take."

 

That way, you can Link to somebody who doesn't attack you, and it works even on Ranged attackers. Probably Uncontrolled Continuous as well... possibly with a few lims to bring the cost back down and reflect that it's not a normal UC attack.

Hero Designer is a huge help for building Triggered Abilities. I'm not sure if Continuous or Uncontrolled is really necessary either.
