How to model: Heat distortion

My players are entering a desert wasteland scape.

 

How do I model the distortion from heat?

 

-'s to OCV?

2x Range mods?

Flat out miss chance based on Images that the target is in another hex?

 

Invisible to IR based on higher than body temp background heat?

 

Any thoughts on how to &*% with my players let me know
