Self Only "Attack" Powers

If you place the Self Only Limitation on a Power which normally requires an Attack Action to use, does the use of that Power still require an Attack Action, or do them become a 0 Phase Action? Examples are most likely to include Adjustment Powers such as Aid, Healing and Transfer, but could also be used for some Attack Powers to simulate a suicide device.

It still requires an Attack Action. The GM’s free to rule otherwise, but I suspect that could easily become quite unbalancing.
