If I read it correctly I believe this is right, and as long as two-weapon fighting is bought for both arms the DCV is normal? OK, you've got four arms. You want to make a Sweep attack with all four. You have Two-Weapon Fighting. Ordinarily a four-attack Sweep would entail a -6 OCV penalty (-2 per attack after the first). But TWF cancels out the first -2, so you suffer a -4 on all the Attack Rolls. Does that clarify things for you? If not, please post follow-up #2 and I'll try again.
