Adjustment Power to Movement Follow-up

I want to be sure I understand this. So for a character to be able to receive an adjustment to his Running, he would need to buy 2 points of Running. For example, Average Hero with 6" running can't have his running increased, but Average+1 Hero with 7" Running (6"+1" power) can have his running increased.

No, the character already has Running. Therefore it can be Adjusted. But he doesn't have Swinging or Teleportation or Flight unless he's bought them, so a, say, Aid Flight 3d6 does nothing for him -- it can't give him Flight if he doesn't already have it.
