Environmental Movement question

I'm using Fifth Edition (not revised).

 

On the sidebar on page 64, there are examples for Environmental Movement.

 

Aquatic Movement reads "No penalties while in water: 3 Character Points"

 

On page 250, the stated penalties for fighting in water (submerged) are -2 DCV and -2 DCs.

 

I was figuring that you'd need 4 pts in Environmental Movement to get the 4 PSLs to offset the penalties completely. Or am I missing something?

The cost is correct. As listed under Environmental Movement, the PSLs used for this purpose offset DCV and DC penalties simultaneously, so you'd just need two -- so that's 6 points with a -1 Limitation, for a final cost of 3 points.
