If this happens and you roll Right/Left Leg, somehow, the VTOL was able to descend to ground level (to hit the legs) but *not* crash automatically into the ground? Tactical Operations has non-tournament rules for "Intentional Falls From Above", which use the tournament "Accidental Falls From Above" rules in Total Warfare, which are used if a WiGE or VTOL crashes in an occupied hex. A WiGE or VTOL can attempt to intentionally crash into a ground unit. It's treated as a Death from Above attack, including using the Punch table. It's just not a legal maneuver in tournament play.
