The list of Advantages that affect how the target takes damage is still just a suggestion. I would definitely include both Delayed Return Rate and Expanded Effect on Adjustment Powers. I might even include Variable Effect. I mean, Variable Special Effects is included in the suggested list, so....

I probably wouldn't include Variable Effect at base, since it doesn't itself make the damage worse, unless it was used to get the All Of Special Effect.

I count Variable Advantage as the amount of advantage that you can apply, ie, +1/2 Variable Advantage (+1) counts as 1/2 for the purpose of DCs, not as +1. Otherwise you wind up unfairly penalizing someone with a VA attack versus someone with a multipower or VPP.
