Well, since this is in the MMO forum, I'm guessing this is to simulate something in Champs Online. However, I'm not familiar with that power. Did you mean Sparkstorm? If that's the case, off the top of my head, I'd use an Energy Blast with No Range, Personal Immunity, Area Effect Radius, Continuous and possibly Sticky (since Sparkstorm has a chance of arcing to additional targets).
