No power in a VPP can have an Active Point cost greater than the Control Cost. To clarify, is that: 1. Control Cost equals the maximum Active Points, or 2. Control Cost equals half the maximum Active Points The examples imply number 1 is correct, but the "1 Character Point for every 2 points" part is confusing.
