He can buy it either way; the effects are different. If he buys it for the full 65 Active Points’ worth of HKA + STR, then the AP applies to the whole effect. If he only buys it for the 20 Active Points’ worth of the HKA, then that’s going to reduce the rate at which STR adds to the HKA, per the Adding Damage rules, so that he’d only do 4d6.

 

Obviously a lot depends on special effects and similar considerations, but generally speaking the preferred method when buying a naked Advantage for an ability to which damage can be added is to buy the naked Advantage to cover the entire Active Points’ worth of effect — that’s not only easier to deal with, it’s usually “more logical” from a game standpoint. And of course the GM may prefer that you do things a certain way — or he may restrict how much damage a character can add at all.
