Generally speaking, characters can't buy Personal Immunity to someone else's power as a naked Advantage (it's Personal Immunity, after all, not just Immunity), but I'm sure we can all conceive of situations where we, as GMs, would be willing to allow it... and situations where we'd say "Absolutely not."
