On page 54 of the APG, it notes that if an Adjustment Power has a secondary effect (such as the Does Knockback Advantage), then the secondary effect doesn't apply if the target doesn't have the Characteristic or Power that the Adjustment Power was built to affect. How would this work in the case of an Adjustment Power that affects more than one ability simultaneously, and the target has some of those abilities and not others?
For example, a Suppress vs. STR and Knockback Resistance (simultaneously), Does Knockback, applied to a target that has STR but does not have Knockback Resistance. Would the target be affected by the Does Knockback normally, or in some lessened proportion?
And would the answer be any different if the Adjustment Power wasn't bought to have its full effect against both STR and Knockback Resistance simultaneously, but rather was set to a ratio such as 1/2 vs. STR, 1/2 vs. Knockback Resistance?
