I'm helping build a character and the power that has been envisioned is one that basically unties his actions from the speed chart the result he can take his actions on any phase as long as it is reactionary but he has no extra actions so if he is attacked by 3 thugs all acting on different phases and he has a speed of say 4 he could counteract each thug on the phase they acted on.
