The structure in question cannot move under its own power, but can be transported using conventional cargo-handling equipment (like a shipping container). It takes several hours to set up or take down. Whatever facilities it has may not be used while in transit. If it is transported without being taken down, it is likely to sustain some damage. In theory, it could be moved during an adventure, but this is unlikely.

Well, that's obviously not a Vehicle by any definition -- being transportable doesn't make something a Vehicle. Whether it's a Base is up to the player and the GM.
