I came up with Neutron way before Neutron from the Enemies book came out. The two of them occasionally fight over the name. Neutron rates about a 8-9, possibly 10. Viper has lost more from his attention to them than probably all the other campaign heroes combined. They know what his powers are and have an approximate idea of them. However, VIPER questions their data; one time they sent a 5-team to get him... they were injured and captured despite being ready for him.
