Discriminatory and not Targeting?

Question

"A sense with Discriminatory can identify, distinguish and analyze ..." and costs 5 points for a single sense.

 

A Nontargeting sense with the Targeting sense modifier can be used as a targeting sense to locate targets in combat and costs 10 points for a single sense.

 

When building a detect that does not belong to a sense group, I'm not sure how these two modifiers interact.

 

Does Targeting have to be purchased before Discriminatory can be purchased?

 

If not, what does it mean to be Discriminatory and not Targeting?

It means just what it says in the book: the Sense can identify, distinguish, and analyze. That's not the same thing in game terms as functioning as a Targeting Sense. The term "Targeting" has a specific meaning in the HERO System that has nothing to do with identifying, distinguishing, or analyzing per se; it has to do with being able to attack the target at full OCV. A Sense can be Discriminatory without being Targeting, or Targeting without being Discriminatory; neither has to be bought as a prerequisite for the other.
