Skill Level for Breakout Roll

Can a Character buy 2 point Skill Level that apply to the Breakout Roll?

 

If yes, would the same 2 points Skill Level apply to CON and EGO based Breakout Roll's, or would the player have to choose one when designing the character/choose a 3 point Skill Level Instead?

If the GM permits, characters can buy 2-point Skill Levels that apply to Breakout Rolls. These SLs only apply to standard, EGO-based, Breakout Rolls. If a character wants Levels with CON-based Breakout Rolls, he should buy those separately (or he can buy an SL that applies to both for 3 Character Points per SL).
