I am not certain how the price for the Ice Sheet (6E1 176) is calculated.
As I understand it the targets have to make a DEX Roll at -4/Breakfall roll at -2 every phase or suffer from beign Prone (-2 OCV, 1/2 DCV vs. non Prone target; half phase or Breakfall roll to negate).
I get where the -4 for DEX rolls comes from, but where does the "Target Falls" part come from? Is that an effect Change Environment can just have "in addition" to the Combat effects bought?
